Brasilia as Capital

The state of Rio de Janeiro, since the 1970s (when the transfer of the Capital to Brasília was consolidated), has been going through a structural economic crisis, being the unit of the federation that presented the lowest GDP growth, between 1970 and 2018, losing 35 % share in the national economy.
To complicate matters, Rio de Janeiro was the fedes unit since 2015. Between December 2014 and December 2019, the state lost 14.9% of formal jobs, compared to a loss in the total in the Southeast and in the country of, respectively, 6.0% and 4.3%. During this period, the state of Rio de Janeiro lost 573,568 formal jobs (RAIS/Ministry of Economy).
Integrated Economic Hub
Industry 4.0 sectors, fundamental to the city's development, do not find an integrated economic hub to benefit from the benefits that a functional and well-structured aerotropolis can provide.

Despite the growing technological increase and the need for advanced studies on maritime systems, marine ecosystems, and their new technologies, Brazilian universities still do not offer higher education in maritime economics and there is currently no hub that brings together universities and initiatives private companies as a cluster dedicated to developing the Economy of the Sea.
